Lathrop Irrigation District's current solar program is the Wholesale Generation Credit (WGC) program.  Under this program, any excess generation during a billing period is paid for and credited directly to the customer's bill for that month.  If there is a credit balance on the account, the credit balance rolls over to the next month.
